Turgun Hauer planned to use Norrin as a scapegoat once his actions had attracted too much attention, knowing that Norrin would gladly give his life if he believed it would help their cause. Hauer's recording of this plan was later found by the Prisoner at Imperial Testing Station No. 142.[1]
