In order to manipulate the High Council to back investigating Pruwet Richese's death, Valya had the Truthsayers, including that of Hagal, put the idea in their ears. They then decided to invite House Harkonnen to join the High Council, taking Ferdinand Richese's place, and have him make the public call for investigation, which would accuse the Imperium of covering it up. Harrow did this, but then Desmond Hart turned it around, saying that Pruwet had violated the highest law and his death was an execution in service of the Imperium. Desmond then executed several criminals he'd had the guards bring in and Lord Hagal in the same manner.[1]
