The report is a point by point scolding of the Bene Gesserit Sisterhood. After millenia of study and breeding, the Sisterhood failed to see its own influences and take into account their own actions in breeding for the Kwisatz Haderach. This report also explains how the Sisterhood was unaware of even higher plans not of their making. The report mysteriously has no Bene Gesserit Archival Reference number.
